What a stupid question. If you knew North Korea launched a missile, would you take pre-emptive action? I think she meant to ask the same question asked in the GOP primaries - would you use kinetic action if NK had a launch-capable missile?

He claimed it was a good thing and as I recall that treaty benefited Russia not the US
