This is the quick way to explain why ICANN is so dangerous.
They essentially ‘govern’ the TLDs [top level domains].
Each TLD [such as .com or .org] runs its own ‘phone directory’.
And ICANN controls them through ‘Registry Operator Code of Conduct’.
Right now ICANN is subject to US law, mainly because its headquarters are in the US. But if ICANN’s contract isn’t renewed, it’s free to move overseas [which it secretly plans to] and modify its ‘Registry Operator Code of Conduct’ for each dot-com or dot-org or ...
... theoretically even our military websites.
From October on through to a republican president, there’s no telling how much the White House will coordinate with ICANN in the name of ‘no controlling legal authority’. “I had no choice.” [wink-wink]
[In other words — Hillary will have her gatekeeper if she wins, and Obama might too for a few months.]

Whoever controls the strongest network of communication satellites wins [unless their signals are scrambled].
China gained access to our encryption, and the NSA got hacked.

Remember, the Internet is today’s public square and printing press.
If we don’t safeguard the 1st A, then we will lose the 2nd, 4th, and All others.
Imagine if Obola and Congress conspires a vote to implement the UN small arms treaty registration requirements during a period when there’s orchestrated Internet DNS name resolution problems for all opponent websites, ie: NRA, GOA, FreeRepublic, Breitbart, etc.
Guaranteed that’s what Hillary, Obola, dems, and PTB would love to happen and meant when they suggested the Internet needs a “gatekeeper” to ensure truth.

On the technical side, if this turns into a mega cyber-war, the key is in who has encryption of the best satellite network. NSA was recently hacked. The Clintons are notorious for giving over tech and secrets to China.
And, China’s getting really good at building/launching satellites.

And I bet the UN is demanding all manner of censorship on ‘hate speech’.
They also hope to tax all domain name holders — an ‘internet tax’.
The very first thing, in my opinion, will be censorship of any insults against the prophet Muhammad, Islam, the criminal acts of followers of Islam (especially refugees) and the government’s that support them.
We already see this in Europe. Social media deletes any complaints or reporting of crimes by refugees, and in Germany police investigate these “hate crimes”.
We already see this in Europe [hate speech laws censoring ‘Islamophobic’ truth.]
Sounds like a possibility.
China needs oil. So they could become instant friends with the mullahs.
And the European Establishment would also get chummy with China. This [islamic] refugee problem Europe has is destroying establishment power there.

Oh ‘joy’.
China would even find friends in Cuba, with Hugo Chavez, and monsters who want to control speech in Africa.
I look at this issue as a ‘Bunker Hill’.
Sure there’s a good chance we will lose this hill, but we are going to make them pay for every freaking YARD!
And when this ‘war’ is over — a constitutional amendment to excoriate Obama, McConnell, Strickling, Albright, and any other creep who betrayed freedom of speech.
Hearings, followed by fair time mandatory debates — with breaks for national deliberation, and then we work on creative penalties that aren’t overly-severe — we don’t want them fleeing from the US like Athenian exiles [real trouble maker potential].
They’re already a big oil customer of Iran as well as Russia. They settle in Yaun and Euro, not US petrodollars.
China has investments all over the world, making for easy friendship with all kinds of despots.
