The Police Department in Tulsa, Okla., released video on Monday of an encounter during which, the authorities said, a white police officer fatally shot an unarmed black man who could be seen raising his hands above his head.
The department opened a criminal investigation into the shooting and said the Tulsa County district attorney, Steve Kunzweiler, would review its findings. The federal Justice Department opened a separate civil rights investigation.
During the encounter, which took place around 7:40 p.m. Friday, Terence Crutcher, 40, was shot once and killed by Betty Shelby, a Tulsa police officer since 2011, after the police received reports of an abandoned vehicle blocking a road, the department said.
Video recorded by a police helicopter and a patrol cars dashboard camera shows Mr. Crutcher raising his hands, walking toward a car and leaning against it. He was then Tasered by one officer, Tyler Turnbough, and fatally shot by Officer Shelby, the department said, though the view from both cameras is obstructed in the moments before those actions.
Tulsas police chief, Chuck Jordan, said at a news conference Monday that Mr. Crutcher was unarmed and did not have a weapon in his vehicle. Shane Tuell, a police spokesman, said Officer Shelby gave a statement to homicide detectives on Monday morning. She is on paid administrative leave, the department said.

Yes, I see him reaching for something too. Whether he was reaching to open the car door, or into the window, or into his pocket for something, it’s not clear from the video, but his hand/arm moved down indeed. Perhaps he was wrongfully tased at that point which forced his arm down, or perhaps he was reaching for a weapon. WE DON’T KNOW. So how is everyone here so quick to condemn this officer and call it “murder”? Perhaps it was murder, or perhaps it was an appropriate shooting... WE DON’T KNOW, as the full story can’t be told from limited-angle, grainy videos.

I’m saying, I can’t tell from that video. There would need to be an investigation. Was a taser discharged? In the first video, the sound of the gunshot comes very early.

Seems pretty clear that some punishment will come. The degree will depend on the overall facts
But, here’s a tip for all: When THREE cops have guns pointed toward you, telling you to STOP? Your life is in danger.... You’d better not move a freaking muscle. This is the message that SHOULD be communicated from thus terrible event.

Yes.... I do. These cops let the situation get out of control. They should never have allowed him to get back to the truck.

Driving a car on a public highway while high on pcp is illegal.
Ignoring the commands of three police officers who have guns pointed at you is also illegal.

The reporting this morning (terrible as it was) says the guy WAS tazed before he was shot. If so, that makes the case of the police even stronger.
If he was trying to open the car door, and the tazer didn't stop him, then shooting was the only remaining alternative. They could NOT allow him to open that door.
On the other hand, if he was shot after he was already down, it shouldn’t go well for the cop that pulled the trigger.

The tapes are not super high quality, especially the sound... but, it sure SOUNDED as if a shot was fired, while he was standing.

I'll grant you the first but will dispute the second. Regardless, shooting people is supposed to be illegal as well unless it's done in self defense or to protect the life or safety of bystanders. Unless you are the police evidently.
Are you serious? At the very least, they had reasonable suspicion that he had been operating a vehicle while under the influence of a controlled substance. But, they also had failure to obey lawful commands of a police officer.

Ignoring their repeated demands that he STOP, continuing toward his car gave the police ample reason to believe the guy was unstable and unpredictable. In such a case, letting him open the door was a direct, potentially lethal threat to the officers. If he reached for that door (and, it appears to me that he did)... they were justified in shooting him. Especially if, they had already tazed him without affect.

It's a damn shamed this incident progressed to where it did. He should have been tazed and/or tackled before getting anywhere close to his truck. But, that's easy to say.. sitting here on my comfy couch.
The failure of our news media to report FACTS about this, and other similar cases is a real danger to our society. See Charlotte last night. They're propagating a lie that police are running around just looking for people to kill. I heard Joe Scarborough saying, "this guy was doing EVERYTHING he needed to do to not be shot".
Um... no, he was not. He was doing exactly the things that WILL get anyone shot. You, me, anyone.... doing what he did would have a very good chance of getting shot.
After watching the videos a few more times, I notice a couple of things that are interesting:
1) The man was already back to the truck before the backup officers arrived. The one female officer could not have tackled him by herself to prevent him from getting there. I suppose, she could have tazered him? But, I guess she didn’t want to put down here gun.
2) It’s really not clear when the shots were fired? The sound I thought was a gunshot on the tape might not be... could just be a car door slamming? If she shot him while he was on the ground, it’s going to be hard to justify.
3) If you look closely, there is a car sitting there, parked in the lane comimg from the top. There is likely a witness to the entire event sitting in the front of that car. It will be interesting to hear what that person has to say.

How did that represent a threat to the police or anyone else? Isn't the key requirement for the use of deadly force is that it was required to prevent the death or injury of the police officer or the surrounding public? What was the threat there?

Looked at both videos, and didn't spot an oncoming car. Just saw the cop car and the suspect's suv.
Since no ones sees any reason for this shooting....has anybody thought to find out what the officer that shot him has to say.

everytime there is a questioned shooting...videos pop up from everyone who was there....all edited usually to show only the part where the vic is shot...
NO videos from Ferguson....with at least 50 people right there...the thing had been going on for a long time, yet no one took 1 video of an out of control cop shooting a guy with his hands up!....not possible...there was no videos because they couldnt use it to support what they wanted the narrative to be.
Recently Brown’s parents brought in some strong legal firepower to keep his juvy records from being released for the police to look at...cause they are being sued by the Browns.

Really? What if she just screwed up? Ever hear of Eric Scott? IIRC, the audio showed he had roughly 2 seconds to comply with differing instructions before they opened fire.

In this current case, there were 4 officers and one suspect. Nothing indicated to me that the suspect was threatening the life of the cops.
No agenda, although you obviously have one. Perhaps we’ll learn more. But right now, this looks like a bad shoot - and yes, cops have bad shoots.
