So when he was on the run, on Monday morning he goes to sleep in the doorway(??)of a local business and when rousted by the cops, starts shooting at cars?

Maybe. Seems very odd.
Latest is he was discovered sleeping in a doorway, and when roused by police, got up and starting shooting. He then managed to escape and run (on foot) before they caught up to him and another shootout took place. I’ve also heard something about him fleeing in his car.

I suppose he could be a diversion for a potential larger plot. Then again, he could simply be THAT stupid, or unconcerned. He did practically nothing to cover his tracks. Fingerprints left on the pressure cooker on 27th St, etc.
