Not so sure that would help. While a lot of people killed in Chicago seem to have been caught in the cross-fire, it also seems that there is a large amount of cross-fire, i.e. there was a running gunfight between two (or more) armed factions.
Like homosexuality, gang killings are ultimately self-negating.
