Schweizer’s book “Reagan’s War” says that every time Reagan would meet with a head of state he would open the conversation with a joke told at the expense of the other guy or his type of government, e.g. communist.
The effect was to leave the other guy wondering if he should laugh, be indignant, or whatever.
If Trump gave Nieto a “Make Mexico Great Again” hat, it would be exactly in this line of negotiating.
