Coal towns hit by layoffs to get job grants from US gov't

Communities in nine U.S. states that have been hard-hit by coal layoffs are being promised more than 3,000 jobs in several industries through a multimillion-dollar federal grant. 
Officials for the Appalachian Regional Commission and other agencies announced the 29 projects totaling nearly $39 million Wednesday at a news conference in Huntington, West Virginia. 
The investments are expected to create or retain more than 3,400 jobs in agriculture, health care, manufacturing, technology and other industries. 
The projects are intended to help communities in Texas and in eight Appalachian states: Alabama, Kentucky, Mississippi, Ohio, Pennsylvania, Tennessee, Virginia and West Virginia.

Questions:
How long does the grant last?
Will leftover taxpayer money be returned if less than 3,400 people get trained?

    Local pols here in WV are salivating like Pavlov’s dogs over this money.
Just plain ol’ mountain politics, buyin’ votes like the Rats always have in the coal fields.
There’s no love for the Beast here in WV, even without the coal issue. Not a single one of WV’s 55 counties went for Zer0 in 2012. It’ll be interesting to see just how much voter and/or election fraud this money can garner.
