The sister of a Milwaukee man fatally shot by police over the weekend told a group Sunday that they should burn the suburbs down.
Sylville K. Smith was shot in the chest and arm by a black police officer on Saturday, which prompted violent protests, looting, and arson. One of Mr. Smith’s sisters, Sherelle, was caught on video at the charred remains of a BP gas station telling a crowd to set the suburbs ablaze.

I was thinking the same thing. At least he wasn’t investing in premium ammo, gives a person a little higher chance of surviving an encounter with a thug.

Please see Brandenburg v. Ohio. The speech must intend to produce imminent lawless behavior. If someone is leading a group of thugs with torches down a suburban street and says, "Let's burn it down!" there might be imminent lawless behavior, but the fact that no one immediately acted upon her speech means the temporal condition has failed.
He has arrest powers anywhere in his county.
I understand your point. It is valid and well thought out..yet...I still believe they could arrest her..and should.But what do I know? It is just a reaction I think many would agree with. It is unwise to make this assumption.
"They" are quite stupid and there will always be a few who will believe they can do anything they want to do. A little bit of encouragement from the local "community leaders" on television, a car with a full gas tank, plenty of drugs, and a few like-minded friends is all that it might take. Somebody will eventually try an attack in the suburbs.
It will be crucial that they never make it back to the 'hood.
