This shows that the voting machine and the counting machine need to be different.
If the voting is not done on paper ballots, then the voting machine should print out a paper ballot, which the voter places in the ballot box.
Voting without a paper trail is an invitation for fraud.

It makes no sense to ‘hack’ machines at a precinct level. Barely worthwhile at the County level. Optimal hacking theory suggests trickery at the aggregation level for each state.
