This was what Newt said, following the Cruz speech. During Newts speech, he “paraphrased” Cruz’s speech. I think this is from Newts teleprompter.

I interpreted Gingrich's remark as suggesting to the crowd Cruz did, in fact, implicitly endorse Trump (while knowing Cruz did not an offer an explicit endorsement).

Cruz gave Trump the speech in part a couple days before and the complete speech earlier in the day.
It wasn’t a surprise. That was why the Texas delegation was moved from the floor and the NY delegation to the front.

Interesting indeed. This convention is full of surprises.
So, one way to take Cruz is as a classless sore loser.
The other way is he refused to compromise his beliefs, principles, and ??? listened to Glenn Beck way too much.
It is possible to give your word/pledge and then later regret having done that...and take it back. Cruz has his reasons for pulling the stunt that he did and right now I truly don’t think we have a lot of room to judge him.
Whatever his reasons are, I hope for his sake he is well with his heart and soul.

Did Cruz congratulate Trump for winning the nomination?
I heard him say in his speech that he wanted to congratulate Donald Trump for winning the nomination, but I never heard him actually do it.
He's a funny guy, that Cubanadian, so I'm never quite sure what to make of him.

Cruz is done on the national stage. He is toast. I voted for him in our state primary but will never vote for him again.

I don't think it does. At least my first reaction to the teleprompter shot that was posted last night was that it was simply a part of Newt's strategy to turn Cruz's words around on him. Which is what Newt did.
So to paraphrase Ted Cruz, if you want to protect the Constitution this fall, theres only one possible way and thats to vote the Trump-Pence ticket.
He didn't go word for word by what the teleprompter said, but I'm not sure if he didn't rephrase what he was reading from the prompter.
Maybe Newt expected an endorsement. My gut feeling is that he was looking at a bullet point on the teleprompter and expounded on it or changed it a bit.

A better theory is that Trump believes that what happened works to Trump's advantage.
