I watched it. He congratulated Trump then went on and on. It wasn’t a memorial speech. I was fully expecting him to endorse at the end. I had the same reaction as most in the crowd. What is he doing? I was shocked, even though we were told he might not. It was the way he had tailored the speech. He pretended that he was going to endorse until the end.

Trump was aware of what Cruz was doing or going to do.

Cruz told Trump in a phone conversation two days ago that he would not endorse
him during his speech, according to Cruz aide Jason Johnson.
Still, Trumps campaign invited Cruz to speak in a headliner role, no less.
That decision was sure to spark a new round of second guessing about the campaigns
management of the convention and preparedness for a bruising general election against
Democrat Hillary Clinton.

He did that to keep the focus on him. He wanted people hanging on his every word with baited breath to see if he would endorse. He dropped the bomb at the end on purpose.
