U.S. officials have wrongly allowed the Navy to use sonar at levels that could harm whales and other marine mammals in the world’s oceans, a federal appeals court in San Francisco has ruled.
The decision Friday by the Ninth U.S. Circuit Court of Appeals would scale back the Navy’s use of low-frequency sonar in the Atlantic, Pacific and Indian oceans and the Mediterranean Sea under authority that was granted in 2012.

He said the government had failed to comply with a law that requires it to make sure its peacetime oceanic programs have “the least practicable adverse impact on marine mammals.”

I assume all the other Navies of the world will comply also.
No one is asking the right questions, such as:
What level is required for the mission?
Is there benefits in learning to master low level sonar?
Is there an optimal sonar frequency or power level that accomplishes the mission without harming marine life?
We should find a way to navigate without destroying the ear drums of all sea life within miles of a sonar ping.

They already sued trying to have the NAVY’s use of SONAR prohibited.
They lost.
Now they have it diminished.

We tolerate most everything now days.

The greenies have been trying to shut down the Navy’s active sonar for decades and have finally succeeded. Russian and Chinese subs have new friends in green places.
I’m guessing Iran bought some new subs and Obie wants to make sure they can cruise on by into Cuba undetected.
