This PC and diversity crap has been going on long enough for everyone in a position to hire that the normal white guy is the safest to hire; he's the one who has to do the job he's applying for or gets unceremoniously canned.
It's safe to hire the normal white guy because he can be fired for any or no reason and has no advocates on his behalf.
I would bet even non-whites in a position to hire are more likely to at least give the normal white guy a shot because if things don't work out, the employer faces negligible exposure to a racially based lawsuit.
