If they can't function as delegates, they should stay home and let an alternate take the place. Can someone explain to me if there's a reason they, Ryan, and any other collaborator aren't guilty of fraud with these maneuvers?

Looks like the Romney, Ryan and Cruz plan for a divisive convention is taking shape.
This is ‘push reporting’, the partner of push polling. Intended to provoke Trump and/or supporters into doing something really stupid. They got nothin’, just bluff.
According to the most optimistic estimates this group of delegates amounts to 30. Trump won by around 300 more than he needed, even assuming that all 30 are pledged Trump delegates (which I seriously doubt), it wouldn’t make a dent in his chances. The only thing this group is going to accomplish is giving the liberal media a constant stream of stories about the supposed “division” in the Republican ranks and gin up resentment. I’ve got so a barely pay attention to these types of stories anymore, they are irrelevant.
Ted Cruz is pushing for a convention revolt. I can’t wait to vote for his primary opponent next year.
I’m sure Hillary is paying for this bowl moment.
Nonetheless, Romney is a s**t-stirring GOP éminence grise that, like Grover Norquist, would do less damage to the rest of us if he were compelled to officially become a Democrat. This conflict is all new to me (I suspect I’m not the only one for same). State GOPs have laws/rules that state that the delegates must vote for winner on the 1st vote at the convention (some states include more vote, IIRC FL says 1st 3 votes). I don’t see how the convention rules can override those of the states, or am I wrong on that?
Also, everyone went into this thinking that a nominee needed 8 states and 1237 delegates, I don’t see how they can make large changes to that now. Plus, there are approximately 1236 unbound delegates, many of which I would suspect would vote for Trump.
