NAFTA was signed by the leaders of the three signatory countries (Canada, the U.S. and Mexico) in 1992. George H. W. Bush signed it.
In 1993, Clinton signed the Federal legislation that was required in order for NAFTA to become established under U.S. law.
Clinton signed it into law on December 8, 1993; the agreement went into effect on January 1, 1994. Clinton, while signing the NAFTA bill, stated that "NAFTA means jobs. American jobs, and good-paying American jobs. If I didn't believe that, I wouldn't support this agreement."

Trump is spot on by saying it was and is a terribly stupid foreign trade pact. Like all the others. Losing a Trillion dollars every year in foreign trade deficits is killing MIDDLE CLASS jobs in US. But stipid people do not understand that situation.
And if one of the Bushes initiated NAFTA, it simply confirms by disdain for the Bushes.
