Actually, Disney does measure line wait times on all rides. One on a digital board that shows all rides and one at the entrance of each individual ride.

BTW, Disney does use wait times. There’s a sign for each and every ride showing the wait time. The last time we went, the line getting in the front gate was long and a person died right inside. Not such a happy place.
