Donald Trump may be the only Republican presidential candidate who can realistically hit the magic 1,237 number for the majority of delegates, but according to a senior Republican National Committee official that does not mean he will become the GOP presidential nominee.
Curly Haugland, a longstanding RNC official and an unbound delegate from North Dakota who will be on the convention rules committee in July, told CNBC that attaining 1,237 during the primaries does not secure the nomination.
"Even if Trump reaches the magic number of 1,237 the media and RNC are touting, that does not mean Trump is automatically the nominee," Haugland said. "The votes earned during the primary process are only estimates and are not legal convention votes. The only official votes to nominate a candidate are those that are cast from the convention floor."

G. “Binding” delegates was, and is, in direct conflict with Rules 37 and 38 which prohibit binding. According to Robert’s Rules of Order, a motion which conflicts with an existing rule is an improper motion, and is null and void.

Republicans are notorious for caving under pressure, why wouldn’t they do so at the convention? How are they supposed to stand up to 1237 votes?
Haugland has been spouting nonsense since at least 2013. Most organizations have rules that COULD be read to conflict with other rules. That’s why almost all organizations have a Rules Committee. Haugland is like all those FReepers who misread legal documents and then build useless theories around their misreading.
The GOP permanent Rules Committee did meet for the last time before the Convention Rules Committee takes over, and the permanent Rules Committee made no changes to the rules. The permanent Rules Committee is a lot more hostile to Trump than the Convention Rules Committee will be. It’s over.

Those who want to have a voice in politics need to learn to respect the choices of others, not just mob psychology of the press.
Every State has different rules in how they select their delegates for the National Convention.
There is a simplistic notion that we should just all ignore the established rules and standards and now allow any outsider to walk in, buy the nomination, split the vote, and become the leader with a minority of votes and with more than 50% of the population opposing them, while also disregarding rural and urban political systems.
There are reasons why the selection of delegates varies from state to state.
The more I observe the lack of acknowledgment of those differences by any particular candidate’s campaign, the more I know they won’t respect the States or their local laws while they are in office.
This moron clearly does not know that delegates are pledged on the first ballot. That means if Trump reaches 1,237 before the convention he must win on the first ballot, unless the rules are changed to either make the delegates unpledged on the first ballot or to raise the winning threshold. Either such change would be political suicide for the Republican Party.
