Under regulations established in the 1980s, delegates cannot take money from corporations, labor unions, federal contractors or foreign nationals. But an individual donor is permitted to give a delegate unlimited sums to support his or her efforts to get selected to go to the convention, including money to defray the costs of travel and lodging.

I guess we now know what the "Cruz ground game" is that has persuaded so many "Trump delegates" in several states to switch to Cruz after the delegate had been elected (and had pledged) in the primary by the voters to vote for Trump at the convention.
Finally, the WaPo article does not state if these regulations are FEC or if they are state regulations. Both state and FEC have regulations that apply to primary campaigns and to primaries.
I have figured out what “Cruz’s ground game” is, as I could not find it described or defined in any “conservative” media.

If this is true, this is designed entirely to let outside interests bribe representatives.
Outside interests. Note Trump can not pay for these sorts of bribes, but the entire GOPe can completely play the representatives.

Well crap. All I got from Cruz’s ground game was a few emails and a phone call reminding me to attend my caucuses.
And he has now defined elections going forward. They won’t be caught flatfooted next time. They’ll know how to dismantle our choice from the word go.
Did anyone hear Reince (whatever his name is) say that Muslim countries are sending donations to Cruz in order to stop Trump? Yes, Muslim countries - and this is the guy people on this forum want elected? How dumb and greedy are the American people to sell their souls out to this dangerous man.
I see delegate trips on Trump 1 to 5 star hotels.
One thing that has been done is line up the delegates with prostitutes. Some say that the Watergate break in was an attempt to get the list of call girls the Democrats used to soften delegates to nominate Hubert Humphrey.
Ted does ten rallies and attracts 2,000 to 5,000 people at each rally.

Trump needs 482 delegates or roughly 56%
Cruz needs 692 delegates were 80% of the delegates remaining

All Trump wins in most states when he "wins" a primary is the vote of a number of delegates on the first ballot.
That is all they are bound to do.
Cruz isn't bribing Trump loyalists to vote for him. He is getting his own people selected to be the delegates. Something Trump could do as well, if he bothered to try.
