Notice these appointments are for the "House Leadership Committee"...in other word, two guys were picked that are respected by their House peers, to make deals and pick up support/endorsements for Mr. Trump as they and their committee work the hundreds of representatives' smokey offices behind the walls of the House chamber.
These are specialized campaign jobs...and what good would it do the Trump campaign to chose a couple of purist, Cruz-type House reps....referring to the fact that no one, NO ONE in the Senate is endorsing the rigid, righteous Cruz...in fact they don't even like him.
Conservatives are so good on ideology and often so woefully lacking in knowledge and comprehension of the inner workings of hardball gut politics....and so generally unaware of what goes into selecting the proper people for certain specific types of assignments.

For example senator Cruz has not been able to sponsor a single significantly conservative bill which became law. What good are his speeches if nothing comes out of it?
Keep in mind Reagan got much of his agenda passed because he worked very closely with Tip O’Neill. Practicality trumps pure idealism every time.
