It's not a "fundamental conservative principle" to punish the mother in cases of abortion. In many ways, she is a victim.
Those who should be punished are those who enable and perform abortions. Start there, add copious support services to help distressed pregnant women and make adoption easier and the problem largely goes away.

A couple of conservative principles that deserve a hearing, are the principles that laws have to be both passable (by legislature) and enforceable (by the police powers of the state.)
A proposed law that finds aborting women guilty of homicide, is guaranteed neither passable nor enforceable.
In practical fact, pre-Roe vs Wade, prosecutions of abortionists were usually triggered by the appearance of an injured abortion client in the ER. Her testimony was usually the key to obtaining a conviction.
I don't think any abortionist will ever be convicted --- ever --- if the woman is not seen, in law and in practice, as a co-victim rather than a perp.
