Its not winner-take-all. Its not winner-take-most. Its not even proportional.
The vast majority of Pennsylvanias Republican delegates are technically unbound or uncommitted.
Used to be they all were, but this year party rules changed slightly, making 14 at large delegates bound to vote for the winner of the PA Primary, but on the first ballot only.
There are also three automatic delegate slots for the state party chairman (Rob Gleason), the National Committeeman (Bob Asher) and National Committeewoman (Christine Toretti).
The remaining 54 delegates, elected by Republican primary voters in each of Pennsylvanias 18 congressional districts (three per district) remain legally uncommitted.
They are not bound to vote for any particular candidate and are free to exercise their own judgment in selecting a nominee.
That means there is no guarantee whatsoever that the majority of Pennsylvanias delegates will go with the winner of the Pennsylvania primary.
In short, Donald Trump could win the popular vote in Pennsylvania but lack the organizational infrastructure to fill a slate of delegates who support his candidacy.

If true, this explains the National Enquirer article. GOPe has found a way to get rid of Trump without Ted. And now that Ted has outlived his usefulness they’re getting rid of him. Long term.

I’ve already missed the boat. The email I have came w/8 named delegates and I can choose 3. I have zero idea who they are or how they lean (but I can guess it isn’t Trump).

It is, because they get what they want with Hilary. They won’t with Trump. GOPe could not care less if they lose, since they only want their and their donor’s seats at the table. If we let them, they will happily lose. And then they will set about crafting rules to block another Trump from ever getting into the nomination process.
No, the uncommitted will vote for whomever they choose to. Paul Ryan anybody?

PA has always been a wildcard.
Their loophole style delegate selection is the worst remaining ridiculous way of selecting a nominee.
I opined a couple weeks it is why I thought Kasich went to PA day after OH.

Allowing for only 14 PA delegates, my own projections still show Trump getting between 531 to 570 of the remaining, enough to be well over 1237. This election has been quite an interesting ride so far.
If the party wins the delegate elections in the 18 districts, they will vote what the GOPe wants them to.
The Trump campaign has its candidates on the lists. I figure that too. The insane position that the GOPe puts themselves in, is that "IF" Trump fall just short, do they really want to disenfranchise millions of voters? It appears that they do.
In physics nomenclature, what you describe is “leverage”. That’s the third side of the coin their flipping!

Even with a really pessimistic result, Trump gets enough, IMHO.

I agree. I think a strategy of letting the down ticket PA candidates know that they will suffer should those 54 uncommitted delegates stray from the reservation.
