President Barack Obama has signed into law legislation intended to improve the changeover from one president to another.
The White House is now required at least six months before Election Day to create a team of officials from different agencies to help smooth the transition between administrations.
The bills sponsor, Wisconsin Republican Sen. Ron Johnson, describes handing over control of the federal government as a colossal undertaking.

And the outgoing transition officials will be those handselected for their loyalty to the team just to ensure that not snags or hangups occur or that actual answers are provided to penetrating incisive questions.
The incoming Trump administration should just assume that it is all layers of bureaucracy to bury them in BS, ignore the whole arrangement all the briefings and all the brieging books and try figure out from everyone not appointed for the transition who among the rather small professional staff has a clue what is going on and what has gone wrong.
In other words, enter as the workout team after a hostile takeover and assume that nothing works and nothing you are told is true until what you are told curls your hair and churns your stomach - then you are getting to ground truth.

Or to be more specific, making sure they have a chance to hide all the evidence before the next administration takes over. I would be willing to bet that this ‘bill’ allows the current President to decide who will be on both ‘teams’.
Obama will have his people screw up the whole transition process beyond repair. Unless the next POTUS is a Dem.

The incoming transition team members MIGHT remain in the agency if selected to do so by the new administration, many just stayed for 6-9 months and returned to their old positions in private industry.
From personal experience, IF professionally performed, it is a process highly valuable to an incoming administration. An incoming administration has to appoint 10-20,000 "Political Appointees" in very short order. Only a few hundred (at most) require Congressional approval!
Today..., it is anybody's guess just how "Professional" those in this administration will be!!!
Good to see the Republicans making it easier for Trump to take office.
Cruz would play along with this no problem. Trump, I hope, would see through this as the interference it is and just tell them all they’ve been fired by the American people and to gtfo.
Just think how long it will take to restretch the Oval Office carpet after having all those FOIA requests squirreled away under it.
