Because the way the visa system has been rigged for more than 20 years is that you can pay Indians or Chinese half as much as Americans so why wouldn’t you, as a businessman. Especially if you have investors.

IF they'd put the money in the bank at 2% interest or whatever, they'd have had enough money to pay ALL their programmers at US programmer rates, not H1-B or Indian rates: without touching the principal, OR the cash flow from continuing operations.

He was talking specifically about highly educated people that go to school here.
He has always held the belief that we should not educate them and then send them home to help their home country.
He is ONLY talking about highly educated people that would be a plus for the country.
