Ah. You may be right. If no personal motive, we must assume your strategy be taken. If somebody shoots without cause, (1) take cover (hard to hit a moving person, and (2) always be ready to shoot back, at least to distract so someone else can move in with a rock or Molotov or whatever.

Shouldn't we be starting to teach personal and understood joint tactics to able high-school age and older, as a recommended social-coscious responsibility, going forward?

Makes sense to me. Helps suppress the casual violent risk-taker. People simply are not getting nicer as we undercut their moral foundations.
