This is the law that George Washington was naturalized by since Virginia was a free state after the War. There were later laws enacted that changed how later people were naturalized, but this is the first one after the war.
The various free states after the war had to naturalize there citizens somehow and most states varied by degree, but this is the law that made Washington a citizen who could be President of the future USA.

Yes George Washington was a naturalized citizen, and excluded from the NBC requirement due to the alternate phrase “or a Citizen of the United States, at the time of the Adoption of this Constitution”.
I assume that is what you are posting.
George was born in Virginia, so why does this matter?

Barry Soetoro/Barack Hussein Obama should be proof enough of the wisdom of the founders when they tried to prevent him from being President by requiring someone who could only be a US citizen and nothing else.
Born here of citizen parents.
Naturally a US citizen because there is no other possibility.
One cannot be anything else and also be a natural born citizen.
Obama told us he was born a British Subject.
Who believes Washington, Jefferson, Adams, Jay, Monroe, Madison, etc. would have found him to be a natural born citizen?

What PJBankard pointed out is that Washington was a citizen at the time of adoption so he was obviously grandfathered into qualification, as were all Presidents until John Tyler ( plus the later Zachary Taylor ).
I think everyone's simply asking you the same question I have, what's the point here? Mere "citizens" who are qualified need be born prior to the adoption of the Constitution. There's none left alive today that we know of ;-)
Washington was a NBC of Great Britain by virtue of his birth in Virginia. When the declaration of independence was signed and Virginia was separated from GB, George’s citizenship transferred to his new country. No statute was necessary.

Naturalization belongs to the congress of the US. Immigration belongs to the states.
That is why the discussion on the issue with Cruz.
Also, it is the reason that the Texas Governor ordered the Texas guard onto the border.
He ordered the Guard to be near the border with no enforcement power as an election ploy, pure and simple.
