Not any more. When I was in they changed the legal drinking age to be the same as the state the base was located in. Although Tennessee had an exemption for military on base.

Drinking on base at 18 hasn't been the case for a long long time.
Heck, in Hawaii you have to be 21 to buy tobacco products on base.

I only ask, because when I joined in 1987, the rule had recently been changed so that the base had to follow local law. In the U.S., that was 21. When I got to Korea, it was 18, and they had beer vending machines in the enlisted quarters. I think that there should be one single age for majority. You are either an adult with all accompanying benefits and responsibilities or you are not.
