President Barack Obama will propose a $10 per barrel charge on oil to fund clean transportation projects as part of his final budget request next week, the White House said Thursday.
The proposal would have difficulty clearing the Republican-controlled Congress.
Oil companies would pay the fee, which would be gradually introduced over five years. The government would use the proceeds to fund high-speed railways, autonomous cars and other travel systems.
"By placing a fee on oil, the President's plan creates a clear incentive for private sector innovation to reduce our reliance on oil and at the same time invests in clean energy technologies that will power our future," the White House said in a statement.

ok, back to reality folks - THIS is what we are fighting. We need to focus on the big picture, or lose everything.
This tax will not go away, even when oil is over $100 a barrel.

I doubt Congress will be involved here at all. Obama will work with DOT, DOE, and EPA to institute this non-tax use fee.
It will then be up to congress to pass a bill to stop it, assuming they are not thrilled with billions of free money pouring n for them to spend and redistribute.

Not only does this do nothing to help our energy security, it sets up the next administration for a huge spike in oil prices.
Why? Wellhead prices for oil at $30/bbl on the NYMEX are actually more like $10-15/bbl.

Take ten bucks off the top of that, and the ensuing losses will cause any well not needed to hold a lease by production to be shut in, damn the results and possible damage to the well, just to cut losses. I guess DUH-1 figures his buddies have enough marginal production to take up that slack, and increase the amount of money we send to foreign (OFTEN MUSLIM) sources of oil.
I didn't see anything to indicate this would fall on foreign oil, just ours, which is EXACTLY BACKWARDS of what anyone would do to stimulate our domestic industry and improve our economy.
Perfect (that is if you are trying to hurt this country).

Put it in now while the price is low, people won’t care that much. Then when the price goes up... the ‘fee’ is still there. Pretty cool.

Yep. This is asinine. What is really ridiculous is that more American’s don’t understand that the Fed pumping money and the government running ridiculous deficits is also a tax because someone (our children/grandchildren) will have to pay that back one day. Every dollar in the pocket of every American will be worth far less than it should be because of our reckless fiscal policy and government spending.
It amazes me that every solution they have to “push us” to be more environmentally friendly involves either giving the government more money to recklessly spend or buying carbon credits from Al Gore and his friends.
