Two possibilities, from my point of view. It could be a kind of BB gun, where the BB is propelled by compressed gas from a small cylinder. Or it could be a tear gas/pepper spray gun. I've seen those types of tear gas "guns". They are very ineffective compared to a tear gas spray can.

That’s what I was thinking when they said “signal pistol”. A flare will discourage a rapist.
I dunno, maybe it's because I'm old, but when I hear stuff like "the Germans are arming themselves" I get this little tingle. My late Dad had two Purple Hearts courtesy of the Wehrmacht and what he had to say about it was, "Son, you don't know what war is until you've fought the Germans." Number me not among the "German men have been emasculated" brigade, for I have been taught otherwise by someone who knew.
Croatia is close. I’m sure SA would love to throw a few XDS pistols into the German market. They’d sell like hot cakes.

She did not keep it; turned it over to the local PD. Guess it would not be good to have a weapon that could have been stolen no matter if you just found it.

My dad fought the Wehrmacht as well, 7th Army with Patton and Patch. He’s 95 now, and he’ll still tell you that the German troops were the finest soldiers he saw in the war. That’s not to disparage American GIs, it’s just to pay respect where it’s due.
A lot of us like to mock the fighting abilities of the French. If we lived next door to Germany and had to fight them repeatedly we wouldn’t be so smug.
