It is not "automatic," it is derivative citizenship that is circumscribed by statue. Not all US citizens can transmit citizenship to their children. In the case of Cruz, his mother had to take an overt action to apply for citizenship for her son and supply documents to show she was a US citizen. She had the option of not applying. On the other hand, Cruz was an automatic Canadian citizen by virtue of being born in Canada.
