December 28, 2015 For Immediate Release On Wednesday, January 6th, hundreds will be arriving by bus and car loads, at the West steps of the State Capitol, where Mark Baird and other county representatives will be filing declarations with the Secretary of State, Senate and Assembly Pro-Tems, seeking more representation and/or to separate from the State of California, under Article 4, Section 3 of the U.S. Constitution.

Such as in the case of the fire fee (tax) imposed on those in many of the rural counties, authored by a Southern California lawmaker, whose constituents are not required to pay.
Rural citizens want to return to the days prior to 1964, when each county was represented by one State Senator. Now, eleven Northern rural counties are represented by one Senator and Los Angeles County (1), is represented by 11 Senators. If the State legislature does not support more representation, then the counties will seek to separate from the State.
These counties support the 51st State, feeling it will offer smaller government, less taxes and regulation, giving county governments more control that benefits and meets the needs of their citizens.
The "Declaration Day" Rally will kick off at 10 am, at the West steps. There will be music, including a live performance of our national anthem. Key spokesperson for Jefferson; Mark Baird will be speaking, along with other guest speakers. The event will continue with other activities, into the early afternoon.

I understand that some southern rural Oregon counties would also like to be included in the State of Jefferson.
Everything east of the San Gabriels needs to secede as well.

I was driving up to the Bay Area from LA over Christmas and saw a car with a Jefferson license plate frame.

Life, liberty, and the pursuit of happiness as one sees fit is part of the core motto that underlie the State of Jefferson movement, which has roots that date back to the Lewis and Clark expeditions.
The movement is interested in extracting counties from California and Oregon to create a new state. The State of Jefferson would be composed of parts of northern California and Southern Oregon. Those involved in the State of Jefferson movement are interested in forming an independent state whose fundamental framework revolves around maintaining the integrity of individual liberties.
The State of Jefferson promotes low taxes, very little government interference and personal freedoms. For example, some individuals have alluded to the large percentage of individuals living off the grid in the proposed State of Jefferson area, which is a libertarian activity that State of Jefferson advocates also support.
According to Christopher Hall in a 2003 article written for the travel organization AAA, in 1941 the State of Jefferson movement was developing momentum. Hall writes that,
âOn November 27, 1941, a group of young men, brandishing deer rifles for dramatic effect, began stopping traffic on U.S. 99 south of Yreka. They handed motorists a Proclamation of Independence stating that Jefferson was âin patriotic rebellion against the States of California and Oregonâ and the state would âsecede each Thursday until further notice.â
However, the Japanese deployed bombs on Pearl Harbor, which took attention away from any further developments as those advocates turned their energy toward fighting in WW II.
The movement attempted to start back up, and it gained some popularity around 1992, but it is the Siskiyou County Board of Supervisors meeting in 2013 that brought a modern upheaval that regenerated the cause. At the time, the board of supervisors voted 4-1 to recede from California to create the State of Jefferson.
There are those organizations against the movement. One in particular is the political action committee called Keep It California. This organizationâs website states on its homepage âInstead of dividing our community and chasing yesterdayâs dreams, letâs embrace our California heritage and work together to address todayâs needs. Keep it Strong, âKeep it California.ââ
Plumas Countyâs Board of Supervisors decided not to join the movement in October, and on Dec. 15, Alpine County also decided to not join. Nonetheless, over time, the movement has gained more and more support with Siskiyou, Modoc, Shasta, Trinity, Lassen, Tehema, Glen, Lake, Colusa, Sierra, Yuba, Sutter, and now El Dorado County are all involved in the movement.
Yeah. Like that.
The State of Jefferson was declared previously in 1941, but Pearl Harbor put an end to the movement soon afterward.

I went to middle and high school in the heart of Jefferson State. Does anyone know if there is a proposed capital?
The original State of Jefferson included rural southern Oregon counties.
As a resident of one of those counties, my opinion would depend on the tax structure of the new state. Even rural California has been contaminated by the idea of a sales tax for such a long period of time that they are used to it. Oregon has no sales tax. Even though we have an income tax, which is higher than CA, our standard of living is higher because of the lack of a sales tax.
Every once in a while a friend tries to promote the concept of a small sales tax, and I tell him that no matter how small, it is the nose of the camel.
