A man in Rochester has been charged with providing material support to the ISIL, as officials linked Emanuel Lutchman, 25, to the terrorist group from Syria. It has been reported that Lutchman was in contact with a member of the Islamic State, and receiving direction from that individual.
The FBI's Rochester Joint Terrorism Task Force has been investigating this matter, and according to officials involved in the investigation -- Lutchman stepped up the pace of working toward an attack on New Year's Eve.
According to the few details that have been available at this juncture, Lutchman expressed a need for money to execute the attack, made several purchases at local businesses -- including a Walmart in the Rochester-area, and even told one informant on Christmas, "It's going to get real after this. Itâs just you, me, and the lord now."
Lutchman had previous convictions and had served time in prison. He told authorities once he was arrested that he wanted to carry out an attack in Rochester, at a nightclub or restaurant on New Year's Eve -- but was nervous about being caught or getting sent back to prison.
Officials also have pointed out that part of his reasoning for planning this attack in Rochester was to "improve his standing with ISIL." Assistant U.S. Attorney Brett Harvey will be prosecuting the case with the help of Trial Attorney Lawrence Schneider of the National Security Division's Counterterrorism Section.
This is the closest and largest threat that has been publicly known in the Finger Lakes Region, or Central New York as a whole -- which has caused some increased concerns about New Yearâs Eve plans individuals may have.

Rochester is called the flour city because of the many flour mills that were once there. When I was a kid growing up there, we used to say it was called the “flower” city because it stinks. It was also said that all the criminals came to Rochester, because they could get away with murder there. The city has definitely gone down hill since my childhood. The west side of the city where I grew up has become a $hit-hole like the rest of the place.
