The last time Jeb Bush put together a plan to salvage his campaign, it involved a bus tour through Florida and a few early-voting states, that old staple of primary campaigning. That was in early November, after Donald Trump had yanked the national lead from Bush's grasp and any sense of security from beneath his feet. Our Philip Rucker reported that the tour felt as much like a therapy session as an effort to connect with voters.
Campaign strategy or therapy session or whatever it was, it didn't work. From late October, right before the third Republican debate, until the middle of November -- after Bush's "Jeb Can Fix It" tour -- his polling averages nationally, in Iowa and in New Hampshire all fell. Through December, they fell further still in Iowa and nationally. Since Oct. 25, after three debates and one reboot, Bush has bled 13 percent of his support in New Hampshire, 23 percent in Iowa and 39 percent of his support nationally.

1) They were told to by the Bush campaign
2) The Bush campaign is deploying the underdog strategy
3) Everybody likes and underdog and Jeb declared himself one
4) Jeb needs to try everything possible to stay on the debate stage

Jeb’s heart never was in the whole program of running, soliciting votes, horsetrading with other movers and shakers, and generally getting the fire in his belly stoked up.
This is more of a legacy run, much like those runs that Harold Stassen engaged in years ago. Once upon a time Harold was the up and coming governor of Minnesota, then over time he became ever more of a joke.
There was a guy who could hold all his rallies in a phone booth.

I think he will be relieved when the campaign is over, but he will always hear Trump saying “mom was right, Jeb!”
