I am a Cruz supporter, but I honestly do not believe that tweeting "Cruz shouldn't have said that" raises grounds for an ethics complaint.

However, Senator Burr's subsequent press release that he was going to have his staff investigate whether Cruz had released classified information (which he quickly backtracked from) could raise grounds for an ethics complaint.
