Okay, I’ll broach the subject. If/when the balloon goes up, this may well make neighborhood mutual defense zones more problematical. Neighborhoods which were formerly people of like background and/or economic standing (middle class) will be laced with people who may well not meld well with their neighbors, creating areas of tactical weakness.
No, just exemptions and loopholes written in for themselves.
