It’s well established that you need to be a valid resident of the state the license is acquired in. With states having the authority to determine the meaning of “valid”

I don’t see where a law stating that in order to be a valid resident of the state the license-seeker needs to be in the country legally is a problem. The converse is true as well, the criteria for a license being a state perogative.

Ok, you’re right - I misspoke. It’s up to the state to set the criteria. Being a valid resident of the state is one criteria that can be applied.
