Secretary of State John Kerry believes that al Qaeda’s “top leadership†has been “neutralize[d]†as “an effective force.†A brief look at al Qaeda's position throughout the globe tells a different story.
Dozens of senior al Qaeda terrorists, including of course Osama bin Laden, have been eliminated. But al Qaeda is not a simple top-down terrorist group that can be entirely vanquished by killing or detaining select key leaders. It is a paramilitary insurgency organization that is principally built for waging guerilla warfare. Terrorism is a part of what al Qaeda does, but not nearly all. And a key reason why al Qaeda has been able to regenerate its threat against us repeatedly over the past 14 years is that it uses its guerilla armies to groom new leaders and identify recruits for terrorist plots against the West.
The summary below shows what al Qaeda looks like today – it is far from being “neutralize[d].†Instead, al Qaeda and its regional branches are fighting in more countries today than ever. They are trying to build radical Islamic states, just like ISIS, which garners more attention but hasn’t, contrary to conventional wisdom, surpassed al Qaeda in many areas.

If anything al Qaeda has been revitalized, now that they have a direct competitor in the form of ISIS to show how to take and control territory. Before, al Qaeda did not choose to hold territory, even when they had scored a significant victory, but simply melted back into protective coloration of whatever Muslim country they were in.
But like ISIS, al Qaeda is and always was a franchise of Muslim Brotherhood, a fact recognized and acted upon by Egypt. Now that MB is outlawed in Egypt, they have been driven into the hinterlands, and taken on the tactics used by al Qaeda, to regroup and again feed their international scheme to disrupt and overthrow what had been relatively stable secular dictatorships.
Should the al Qaeda strategy of simply melting into the local population prove more successful than the ISIS strategy of taking and holding territory, then that is the policy that shall be adopted by MB. But they may be hedging their bets anyway.

Rotting windfall peaches have a significant alcoholic content, so the old sows are actually intoxicated, probably slurring their grunts.

This is what 0dunga and Kerry are doing and it's called TAQIYYA or 'lying to Infidels'. THEY ARE PROVIDING COVER FOR ISIS AND AL QAEDA so we'll let our guard down AND GIVE THEM ROOM TO GROW AS OBAMA HAS.
The fact our military has done nothing about these TRAITORS tells us our military brass are TRAITORS NOW, TOO.
