If FBI moves to 9mm, what happens to the .40 cal Pistols?

The Smith & Wesson revolver shown above was paid for by U.S. taxpayers. It was a finely crafted piece of machinery that served its country of origin well. It is legal to own in all 50 states, by nearly all citizens. But the Clinton administration chose to pay additional tax dollars to reduce it to this sad pile of scrap. The destruction likely occurred at Anniston Army Depot.
The General Services Administration (GSA) has issued a solicitation from the FBI for a unrestricted number of 9mm pistols worth up to 85 million dollars. From GSA:
The Federal Bureau of Investigation (FBI) is issuing an unrestricted solicitation for various 9mm luger pistols and all associated replacement parts with the intent of making single award of a fixed price indefinite-delivery indefinite-quantity (IDIQ) contract. In accordance with FAR 2.101, Multi-Agency Contracts, this solicitation includes a provision authorizing other law enforcement agencies to utilize the contract on a case-by-case basis with prior approval. The anticipated period of performance consists of one (1) base year and nine (9) possible additional one-year options.
It is worth noting that the offers are to be received in late January of 2016, so that receipt of the pistols will be either after, or at the very tail end of the Obama administration.

"lethal" in a pistol-caliber bullet means what the cross-section of the bullet transects that causes either blood loss or CNS disruption. It is 100% dependent on shot placement and bullet diameter. .45 caliber bullets do show slightly larger expanded diameter, but at the cost of greater recoil and lower magazine capacity.
Given the proven fact that single pistol bullet impacts are rarely fatal, giving up much greater firepower for the hope of a slightly better chance of a "one-shot stop" with a single .45 bullet is a bad choice.

An oversimplification of the damage a bullet does. Using that logic a 30-06 rifle bullet would do less damage than a .45 acp because its a smaller diameter.
Shot placement is important but the real test is how much energy does the bullet transfer to the target.
Nobody proposes limiting to a single shot but if you only have a single shot then I’d rather it came from a .45. I have smaller hands and dont have an issue putting 7 rounds in a 1 inch circle. Proper technique and training are all thats required, not massive biceps.

The destruction likely occurred at Anniston Army Depot. We killed a whole bunch of them at NWSC Crane in the early 1980s. Two years later, we were buying new Ruger Security-Sixes for Navy gate guards.

I have guns in many calibers (don't have a .40 yet) for the simple reason I want to be able to make use of whatever ammo I can get my hands on. Concur. And while I'm neither a real big fan of either Glocks or .40 S&W, I managed to cover both by getting a Glock 23 in .40, followed very shortly by picking up an accessory 9mm barrel for it that lets me run 9mm parabellum in it as well, using 9mm Glock magazines.
Next step: a .357 SIG barrel. Threaded, I believe.

Iâd wager a .45 FMJ performs better than a 9mm FMJ.
Likewise a .45 JHP is going to outperform a 9mm JHP. I have had .45 JHPs that failed to expand much past .50 caliber.
However, I have never had one shrink below .45.

I was basing my assumption on that Billion Bullet order that DHS made for its various components a couple of years ago.
Remember?
I'm pretty sure it specified .357 Sig Hollow Point. .40 S&W. And the last contract order- in 2012- was only for about a half billion rounds. Oh, FYI, the Secret Service is the FedGov user of .357 SIG.
ATK announced that it is being awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement from the Department of Homeland Security, U.S. Immigration and Customs Enforcement (DHS, ICE) for .40 caliber ammunition. This contract features a base of 12 months, includes four option years, and will have a maximum volume of 450 million rounds.
ATK was the incumbent and won the contract with its HST bullet, which has proven itself in the field.

In the last few years, CMP had Greek 30.06 in bandoleers with 8 round M1 clips in spam cans. Some did. Others had belted .30 caliber ammo, with one round in five being tracer.
Guess which kind I got.

Did the spam can say âlinked?â I looked up in the air, and an M37 Browning [like a 1919, but feeds from either the left or right side, like a .50 M2]on a parachute was floating down my way.
The spam cans had the little *yellow brassiere* emblem indicating linked ammo. They looked a whole lot like this:
