Bush was pushing amnesty and lax borders AFTER 9-11. So to me he was stuck on stupid in some ways.

But...
Clinton refused a in Laden several times which exactly did cause 9/11 and led us to the Middle East disruption, the Arab Spring and Isis.

Bush was only in office 8 months, but when did he or Clinton if ever come upon the revelation that agencies did not share information? Because the Islamic pilots of Islam were reported by flight school under maybe both Clinton and Bush and nobody did anything.
