Biden isn't undecided because of family tragedy. He's waiting for the DNC to give him permission to run against Hillary, which will only happen if/when they cut their losses with her and write her off as unelectable.

If Biden announces his candidacy this weekend, it basically means that the DNC has decided that Hillary is a liability and will shift its allegiance to Biden. He wouldn't dare opposed the DNC machine and all of its super-pacs if they're still 100% behind Hillary.
