back in the early 90’s I had dealings with people that were pushing Russian river cruises on a similar vessel. One of the reasons for loading folks on the boats was that travel was nearly impossible because there were in effect, no roads.
At one point, the vessel tied up at a city, or maybe a large village to load new food. Alas it was not there. they sat there for several days on reduced rations waiting for the new supplies to arrive as I recall by rail.
I guess Kim thinks he can attract some money and Japanese tourists to his roadless kingdom

No food on the dishes. Big Guy ate it all.
The boat is so big, it can’t go beyond the downtown bridges. It is trapped on a little back and forth route a few blocks long. I’m guessing the designers will be shot for it when they figure that out.

IIRC there’s a similar issue with Indiana-based casino riverboats operating on the Ohio River.
Due to the state boundaries with KY which are based on a late 1700’s high water mark, the Indiana casino boats can go pretty far up river or downriver from their docks.
But they can’t turn around. Doing so would have them cross the KY state line and KY’s anti-casino laws prohibit them from doing so.
