GOP presidential candidate Ben Carson told CBSs Face the Nation on Sunday that his immigration plan would include giving illegal immigrants six months to register as guest workers.
Those who are here, you know, we have to recognize that we can't just round them up, but we can give them an opportunity to register. I would give them a six-month period, and if they register and they have a pristine record, they haven't been causing problems, I would give them an opportunity to become guest workers, not citizens, not voting people, not people who get goodies, said Carson.
And I think that would be a fair way to do it. In terms of them becoming citizens later on down the road, if they have done things the right way, we, the American people, will decide what the criteria for that would be, he added.

Notice he speaks about what the American people would DECIDE, then states he has already DECIDED.
Carson is calling for an Amnesty/Citizenship Panel, similar to an ObamaCare Death Panel:

Mr. Carson: I think thats a discussion that has to be had with Congress, which represents the people.
WSJ: So do you have a sense in your mind what that criteria ought to be?
Mr. Carson: You have to remember this is a country that is of, for and by the people. So if were going to allow people who have come in here illegally to become American citizens we have to have a consensus of the people of this country as to how that should be done and what the criteria are.
WSJ: But as the person who would is seeking to lead the country, what are your ideas as to what that criteria ought to be?
Mr. Carson: I would certainly encourage people to look at the lives that people have led and see whether they have led positive lives and are likely to be individuals who are going to strengthen our society rather than tear it down.
WSJ: Who would make that decision?
WSJ: Is there a panel or an element in the government that would make that decision?
Mr. Carson: The criteria would be set with the immigration department.
WSJ: Border control? ICE? What is the immigration department?
Mr. Carson: There are many components to the immigration department. ICE is only one of them. The people who decide citizenship are another component.

If they are hard working and have a decent set of skills to work with, they won't be collecting social welfare handouts and will stay. If they pay into the system for 20 years, then they become eligible for social programs.

When the hell are people going to wake up to the con job that is Carson? He is a full blown Chamber of Commerce toady.
We have the lowest labor participation rates in 38 years. Immigrants, legal and illegal, are taking American jobs and depressing wages.
The other thing I would do is put teeth into eVerify, with big fines and penalties for anybody who hires a non-registered guest worker, even as casual labor. If you want to pick up a couple of day laborers from in front of the Home Depot, you will need to see their Guest Worker card and call into the 1-800 number on the back of the card to verify their status. The whole process would take about a minute.
We should make e-verify mandatory, but who gets to receive the guest worker card, i.e., work permit? Who qualifies for a work permit? Is there any cutoff date for this program? And what is the penalty for working without a guest worker permit for the illegal alien? Besides fining the employers, shouldn't the illegal aliens be deported?
Once you have guest workers registered and the hiring of undocumented workers stomped out, you can start raising the minimum wage of guest workers. The only way guest workers should be employed is if there is a labor shortage. This labor shortage should be reflected by a higher minimum wage, say double the general minimum wage. This would give American workers the advantage.
Why not just deport illegal aliens and not give them work permits? For a FReeper, I find it surprising that you want the government to increase the minimum wage for anyone.
This is as asinine as the earlier open-borders/amnesty crowd’s “touch back” plan.

Well I see that the morning crew is wide awake and alert today, at least the first dozen or so comments.
Carson becomes lazy in his thinking and don’t consider past history and the complete breakdown of other seemingly sincere and wonderful sounding programs. All lacking one ingredient that would insure a humane and fair outcome.
Just build the damn wall.

Good plan. I support this from Carson. I want to know who is here, I want them to pay taxes to have access to the system, and when one of them breaks the law I want to be able to find him, rather than his being able to melt back into an untrackable unregistered underground.
They are sending over $22 billion a year back to Mexico in the form of remittances. In fact, $124 billion a year is sent from America to the rest of the world. We have 42 million foreign-born in this country up from 9.7 million in 1970.

We should always reward long term illegal behavior while pushing the law compliant to the back of the line. What a great idea.
You forgot, “did you register for the draft?” as every male of age is required to do, legal or illegal.
Amnesty is a small word for the number of crimes they have to be absolved of.
Are these the kind of people we want in our country, i.e., they flaunt our laws and make a mockery out of the Rule of Law. In the meantime, we have over 4 million intending immigrants waiting overseas for their turn to enter the US. They have completed all of the paperwork, background checks, etc. What kind of message are we sending to those who want to enter the US legally? You are rewarding people who broke our laws. They get to the head of the line by being allowed to stay and work here.
Carson doesn’t understand the problem. We have too many illegals to allow them to stay. Trump knows that and for our industry and personal economy to survive we must take jobs away from the illegals and only employ citizens. Has Carson got an answer for that? Hell no! It’s getting to the point that America is rapidly looking like most third world countries in the world. When we run out of the rich then who will support and feed them?
