Without a state budget agreement two months into the new fiscal year, theres no authority for the state comptroller to cut checks over $25,000. That means smaller winnings can be paid out, but not the larger lottery wins.
Susan Rick, who lives in Oglesby, Illinois, planned home fix-ups and a visit to her daughter after her boyfriend won $250,000 last month. But they were told to wait.
Rick tells the Chicago Tribune that if the situation were reversed, the state would come take it, and they dont care whether we have a roof over our head.
Lottery spokesman Steve Rossi says state lottery, like every other state agency, is affected by the budget situation.

Why not slap a lean on state property?
Well somebody has to pay to incarcerate all of those Illinois politicians.
Sue for breach of contract and also intent to defraud. The state knows it cannot pay out the top prizes, yet continues to run a lottery and offer large cash prizes.
That’s what happened to the Tower of Pisa.
Someone slapped a lean onto it.

Make out a budget, write it down, stick to it, pay the smallest bills first and work your way up to biggest lottery winner.

Let’s hope the next financial crisis truly bankrupts corrupt, progressive, leftist states like NY and IL. Complete collapse and restructuring is the only hope of reform.

EVERY player (who could not win the big prizes) was defrauded into thinking they could. All they have to do is say they would not have bought that ticket knowing the biggest prize would be under 25K, but they were enticed by the promise of bigger winnings.

They (the lottery winners) won’t know they are truly screwed until Illinois eventually passes a budget and they try to collect. Bet you $5 some of them get told they didn’t claim their winnings within the specified time and are no-longer eligible. I would not put this past the crooked politicians...
