Interesting thought: Is government funding of an entity inherently a contract? It’s not like the situation where the government contracts to buy a defined number of things, like vehicles, airplanes, or cleaning services.
I would think that if no contract is there, it boils down to whether or not the governor of a state has the authority and discretion over the part of the budget out of which PP is funded. If the governor has line item veto authority... fuhgeddaboutit.
