Baltimore has had more killings than New York City this year, and its homicide rate per 100,000 people is greater than New Yorks and Chicagos.
Baltimore has had 212 killings this year. New York has had 208, despite a vast population disparity. New York has 8.2 million residents, while Baltimore has 622,000.

Wow, that IS an accomplishment....
Of course, ordering the entire police force to “stand down”, and severely punishing the “intransigent” officers who used “unfair” degrees of force, may have had something to do with the runaway rate of homicide. But that would be to lay blame at the feet of the elected city officials.
And man, that would be “racist”.
Imagine of the Baltimore Bullets NBA team still existed in name form. It could give the city a bad rap.
Perhaps they need a little more “room to destroy”.

Baltimore is going to win a major award at this rate.
And they need to replace any literature, songs, speeches in schools that might mention past presidents who owned slaves. Those too are have caused black males to kill each other at alarming rates.
And they have to stop the KKK from riding their horses through the black neighborhoods and harassing the residents. Good grief, what's wrong with white people doing all these nasty things to black people?

I do not understand why you blame "leadership" instead of the feral savages who are out there in the streets killing, robbing, and assaulting every day. My community doesn't have (or require) any "leadership" (no police presence or visible government, other than a post office five miles away) in the rural area that I live in, and there hasn't been a murder, assault, or robbery in the five years I've lived here. Most civilized people don't need big government babysitters to keep them from murdering their neighbors. The problem is not leadership, or government, it is the black people who live there that are committing the crimes who have no sense of morals or decency.
Secondly, not all neighborhoods are like your neighborhood. Some, even many, require city leaders take proactive steps to reign in the ferals.
I have held elective office. When I did we were confronted with a rising crime rate that was directly related to the problem of homelessness. With a combination of stepped up law enforcement, community input and increased social services to aid the homeless we managed to cut that crime rate by over 70%. A similar approach, and by that I mean increased law enforcement working within the community, might go a long way to controlling the rampant crime that we see as inherent with the ferals. There is hope, but it requires leadership; it's not going to happen on its own.

Mass murder is nothing new for Baltimore. They just got another excuse to do what they love doing - crime. Policing is probably way down.
