The radios aren't. It's the operators who are licensed. Anyone can purchase a VHF/UHF/HF transceivers and there would be no way to ID who was using it. In fact if push came to shove, even licensed operators could simple not provide their call signs. Some operate that way now.☺

I think you mean amateur. However, you don’t need a license for CB radios and anybody that wants can pick up a ham radio and start using it regardless of “licensing”
Same as guns.
