Very good! Let them retire out and slim down the whole apparatus.

This is going to be difficult in some places because the majority of the employees are black since this has been regarded as an affirmative action hiring opportunity for decades.

Also... a reward/amnesty program for government fraud. If you report known fraud you get a 10% bonus. If you turn YOURSELF in you get amnesty, for one year, with some sort of restitution. But better hurry before someone else turns you in for the bonus.

After that, MANDATORY MINIMUM 10 YEARS JAIL for any government fraud - including voter fraud.

That is a typical, clueless, CEO answer to the problem. Cut headcount and you shrink the size of business. Except that you don't do away with the work, you just do away with the number of people doing the work. A rational, well-though-out solution would require determining if the function performed is actually necessary, and if not then doing away from it. But that doesn't make a good sound-clip and Fiorina doesn't care if it's necessary or not so long as she can reduce the headcount.

This is a good line and a good approach. Much of the government is overreaching, if you cut the workforce they will have to prioritize and focus on what they are actually supposed to be doing.

And in short order we’ll see which functions we really need.

This is not enough, there are whole departments of government that need to be eliminated, but its one approach.

Of course what they agencies will do is slow-walk the things they are supposed to do until they get the funding and personnel they want, so you have to have a strong person at the helm who isn’t afraid to confront them.

I always love the so-called “government shutdowns” where they only fund the “necessary” agencies for a few days; for anyone paying attention its wonderful political theater that shows anyone paying attention that the world does not end when these guys don’t come to work.

This is an excellent idea. I saw this in state government in Missouri and they simply didn’t fill positions until there were sufficient funds. Missouri cannot run a deficit. It’s in the constitution.

Another thing is to suspend all pay raises. That’s been done in state government as well. They may not like it but few resign for other jobs.

Fiorina is onto something here. This is called responsible management.

The HP debacle will be hung (and rightfully so) around Fiorina’s neck. She made a huge mess of HP during her tenure. Of course she is a conservative and if she does manage to get the nomination I will certainly support her as she meets all of my requirements for a conservative republican otherwise.

She’s right, of course, but its a lot easier said than done. The bureaucracy is a formidable foe that knows well how to protect itself. It has the ferocity of a wolverine when threatened.

She is vastly underestimating the difficulty of dealing with intractable departments and their agencies. These agencies have powerful constituencies and have successfully battled many presidents before. Its going to take one tough, unapologetic, and unmerciful SOB to do this.
