Is this a real image or a Photoshop and what is it, exactly? It looks very interesting. Please give a little background. Thanks.
If I recall, it was a sand sculpture done on the beach (can’t remember which one), of Obama shortly after his first election. The humorous part is that it didn’t last long, as strong winds and sea spray soon took the details away.
I think that particular photo was of the sand sculpture artists trying to repair the damage.

he is described as a tall, swarthy man who resembles an Egyptian pharaoh who wanders the earth, seemingly gathering legions of followers through his demonstrations of strange and seemingly magical instruments, the narrator of the story among them. These followers lose awareness of the world around them, and through the narrators increasingly unreliable accounts the reader gets a sense of the worlds utter collapse. The story ends with the narrator as part of an army of servants for Nyarlathotep.
A must-teach poem for young people as it depicts self-indulgent grandiosity. But note how the sculptor “knew well” the look [sneer]. The sculptor was one not impressed with the outward appearance of apparent greatness, but more concerned with the inward reality of arrogant character. Further, he got away with this rendering! Clearly, Ozymandias approved.
