Their constituents sent them there to fight. If leadership gets in the way or Obama gets in the way, it is not a wasted effort as it puts everyone on record and makes it easier to get rid of the useless traitors in our midst come Primary time.

A real opposition party would relish the opportunity to force their opponents to take a vote on an issue highly unpopular with the people. A real opposition party would then use that vote as a hammer in the next election.
A fake opposition party declines to put its opponents on the spot.
Symbolic gestures can sometimes be extremely powerful and set the stage for real action.
