Chicago can start mailing out traffic/parking tickets randomly, all over the state, as they have done before. Many will and have, mindlessly paid them.
I got my Chicago parking ticket back in the 70s, at a time when I’d never been in Chicago in my life. At the time, lots of people here in central Illinois were getting them.

Luckily Chicago’s world-reknowned public school system, well-kept infrastructure - including high-quality street maintenance along with secure and comfortable bus transport - combined with the security of safe and comfortable neighborhoods will be enough of a draw for potential residents to outweigh the minor inconvenience of a few extra bucks in taxes.
