The Fresno City Council president vows the Confederate battle flag will never legally fly over Fresno City Hall.
Not that its ever likely to happen. Not that its ever happened as far as City Hall veterans can recall.
Council President Oliver Baines on Thursday is proposing a law that would prohibit the city from displaying or selling the Confederate battle flag.
The law would not apply to private organizations or individuals.
California lawmakers last year passed a similar law that applies to state government agencies. The Confederate flag on South Carolinas State House grounds was recently removed.
Baines proposal comes about a month after the murders of nine African Americans at a historic black church in Charleston, South Carolina. Authorities have called it a racist attack.

“Why is this necessary?”
It’s not.
Basically, it drums up a null-and-void topic for the city political folks to chat about....instead of broken bridges, crime, homeless people or city parks in decay. It’s a fraud....but a four-star fraud, I must admit. It’s basically become....government-by-Twitter.
Thinking that area of the country should be worrying more about water, the historic bullet train to nowhere and being overrun by illegals, then a flag that does not fly over their city.
pinheads..... it’s the Black Flag of ISIS that they should be worried about , not the Confederate flag(s)
Bingo! You get 1st prize.
